Petitioner Chay-Velasquez, a native of Guatemala, seeks political asylum, withholding of removal, and relief under the Convention Against Torture (Convention). The Immigration Judge (IJ) denied relief on the grounds that Chay-Velasquez had committed serious nonpolitical crimes in Guatemala prior to his illegal entry into the United States and that he was ineligible for relief under the Convention. The Board of Immigration Appeals (Board) affirmed the IJs order without opinion. Chay-Velasquez petitions for review.
